I live in a community in San Diego California. People seem to dump things into our dumpster so we got combination locks for the lids to fix the problem. Well, some of the community residents dont use the lock - in fact, they dont bother with the dumpster at all!!! They throw their trash next to the dumpster and its piles up to the point you cant even walk into the dumpster area. Its really bad. The Board and Committee members have kept their eyes out for who is doing this, but its difficult. We've considered going through the trash bags looking for names and addresses, but thats really an invasion of privacy - not to mention disgusting!! We are taking the locks off the dumpsters with the hopes this will fix this, but that wont solve the problem of people dumping on our dumpster. The cost to build an enclosure is way out of our budget. Does anyone have any ideas they could pass on??

Any help would be greatly appreciated!!

That's a pretty icky problem. On a bad day, I would slip on some gloves and break open a bag or two. It's not an invasion of privacy at all. Once the bags are set there, they have no expectation of privacy. If you took the personal informaion you found and stole someones identity- well then that's a problem. But for yoru purposes, I don't see one.

I hope that unlocking the dunpsters solves the problem and you don't have to pursue the matter.

We had what might be a similar situation. We are surrounded by a golf course. Many residents somehow connect the community to the golf course when in reality, the course has no legal connection to our complex, it's a privately owned business but people felt free to use the dumpster on the golf course parking lot.
The owner caught a few "dumpers" and informed them of the situation and the unauthorized dumping ceased.
