I am trying to contact "Enclave Mountain Estates HOA"...but they are not in the phone book, and google searches are deadends. If you can help me find out how to contact them, it would be very much appreciated.

check with city hall, or the state. Most HOA's are registered with the city (ours, for example, retains a listing), and almost all are registered with the state corporation commission.
