You are correct when you state that the rules regarding health care are constantly changing,
I indicated the rules have changed since 2008, not that they are constantly changing.

nd every state has a different set of rules. It is confusing. I didn't know that, in many states, Medicaid no longer considers assets. Thank you for pointing that out to me. Of course, in my situation, I am dealing with 2 different states (NY and PA).
Are you not able to google? In New York, a car and a home are excludable not just for federal SSI but also for the state-administered Medicaid. When a person on Medicaid dies, the state can come after any assets in the person's estate to pay back Medicaid for medical services the person used from age 55 onward. Which seems fair to me.
