One of our new directors decided that he didn't want to abide by a rule restricting his party to our rec room and allowed it to use the surrounding pool area, also allowed smoking which is against the rules. He was showed the rule in writing, read it and told a homeowner she could "call the police" and did not desist.
What actions should a homeowner take?

Director's get no special privileges that any homeowner doesn't have, check your documents for provisions related to violators.

Did he sign a contract that clearly states these conditions?

If he did or didn't, he just didn't care. Probably he knows what the "punishment" is: Nothing.

Keep the deposit or start revoking the future rental privileges of people who break the rules.

PS You DO have a written contract, don't you? And require a deposit?

If he broke a rule then he should be fined if that is the punishment for breaking a rule. Just because he's a board member doesn't mean he gets special privileges or can't be fined for violating the rules. The Pres of the board should also have a talk with him and explain this to him. If he doesn't agree and continues to violate the rules then, IMO, steps should be taken to have him removed from the board.
