Our covenants refer to rules and regulations. "All owners or occupants shall abide by the By-Laws and any rules and regulations adopted by the Association".
Can anyone define "rules and Regulations"?

Larry, I define Rules and Regulations to include any rules, regulations, policies and procedures. These allow further definition and clarification of the Covenants which often outline only the "bare bones" without going into details.

Two examples:
1) the Covenants allow for late charges but what what is the amount, when, how is the owner notified, when is a lien placed against the property, and when is the account turned over to an attorney.

2)the Bylaws may need Rules and Regulations (Policies and Procedures) to provide needed details for conduct of meetings.

Rules and Regulations can range from the simple (hours for the pool) to the complicated (procedure for filing lien)
Perhaps it's the "adopted by the Association" that troubles you.

WHO has the power to pass (approve)these rules and HOW they get to an actual motion should be explained in the bylaws. Usually it's by the board, but may require a Membership vote or other kind of participation.

actually, the documents are not the problem. We received the three documents prior to signing for the house. What is troubling is that after moving here, the officers (who wrote the ARC documents and whent door to door giving them out) now choose to ignor them when it comes to their own properties and those of their friends.
