We have a Board that doesnt feel it nessasary to modify the CCR's to include a rental cap, In addtion they havent done anything to chase our much needed reserves (currently 200% behiend scheduel)what can we do as owners to make sure the are seeking our best interests?

Replace them either at the next election or call a special meeting and recall them.

Your governing documents might say that any change to the useage of the properties (including rentals) might need to go before the membership for a vote to change. Chances are that the Board does not have that power. (Fl. Statutes require the members to vote to change to a non rental or restricted rental policy Rentals seems to be something that you are addressing in this post as well as the Reserves. Replace the Board with candidates that are more responsible and more responsive to your concerns.
