I'd like to find more information about the possibility of changing our HOA pool access. A nearby subdivision did this years ago to much success, but I have been unable to find someone to tell me how it was done. Currently, we must have two lifeguards on duty for all hours that the pool is open. (If someone rents the pool for a private party, they must hire at least two lifeguards as well). What happens all too often is that a lifeguard doesn't show up, the lifeguard company has nobody else they can send, and the pool can't open, leaving quite a few Houston kids disappointed. How can we go about having electronic card access without lifeguards? I've brought it up to the board before but all they say is the insurance would be too high. Where can I find what the laws are about this type of thing and how to go about implementing it?

Ask the city code enforcement if there are any local laws requiring lifeguards for a home owner association pool. I don't think there will be any requirement. As for the insurance rate going up, that may only be a policy of your current insurance company and not others.

PS. I know of two other local HOA's with no lifeguards on duty. Swim at your own risk.

Thanks, Steve. How do I get in touch with "City Code Enforcement"? Do I contact the local Sherriff's office, or the Mayor, or City Hall... ?

I'm surprised the City of Houston doesn't provide it's citizens with a "Frequently Called Phone Numbers" booklet. However, I would suggest calling City Hall. The Operator should be able to connect you with any City agency.

Check your phone book. First 50 pages should have all the local phone numbers.
