If a unit is experiencing leaks from rain into their unit and it's coming through their window which requires having the exterior of their window caulked - is that the HOA's financial responsiblity or the owners?

I would think it depends on what your Covenants and B-Laws say. If they say for HOA is responsible for exterior painting, exterior maintenance, etc then the HOA is probably responsible for caulking around the outside of windows. On the other hand, if your HOA's governing documents are silent on or say the homeowner is responsible for exterior painting, exterior maintenance, etc, then I think the homeowner would be responsible for caulking around the windows. I do agree to look into your documents, and call the HOA insurance company to make sure as well who is responsibile.

If any unit is experiencing leaks frm rain into their unit and it is coming through a window that requires the exterior window having to be caulked, it is the HOA's responsibility.

I asked my HOA to replace my windows. They gave me persmission, but said it was their responsibility to replace the window, but if I wanted to I could. I hope the HOA is the one that is doing the caulking and not the homeowner. I know if the homeowner doesn't do it, the rain gets inside, which causes mold.

I would send a certified letter to the HOA and Management company if the HOA has one, and tell them this is their responsibility, and you will inform code enforcement, and the Health Department to come look at the damage.

Get in touch with their insurance company too, to tell you who is responsible for the damage.

Definitely look in CC&Rs. This actually happened to me. I was lucky because it was a brand new townhome so the builder had to fix it. Our documents state the window and window frame is the responsibility of the homeowner, but if the leak is caused by damage to the siding or other structural component of the building, the HOA must repair.
