If apartments were converted to condos, the owner submitted the paperwork to the county, including CCR yet didn't register the association with the state(CA). What does that mean to the members. Is the HOA valid?

Yes Jason the HOA is valid at least in Colorado. I don't know about regulations in California. Our HOAs only register with the state when they apply as a non profit corporation - which I recommend you consider doing.

To provide a corporate shield for the Board members and to qualify as a non profit corporation for tax purposes.

I checked what the CA. Secretary of State had to say about it. It looks like Roger is correct. Not a whole lot will happen to them. I have heard a lot of associations haven't filed with the State.
