So that can be a mouthful. Anyway I'm looking to see if anyone has used or knows of a template that would help our secretary with the minutes. Or if any one has any suggestions for a format to follow, please share. Thanks

Check out the links on this site highlighted in yellow.
In particular the CAN site has a great Library that has a lot of guideline about taking minutes and directions for running effective meetings. Lots of different links on other sites.

Sorry I don't have a template, only an opinion.

The minutes are taken, and should be written up, in the same order as the meeting progressed. If the BOD veers off topic and starts to discuss landscaping issues while on a different topic, that discussion stays with the other topic.

The Sec should prepare an agenda and the Pres should (try to) stick to it. A sample of my BOD's agenda follows:

Call to Order
Notice of Meeting (optional if you don't have an open meeting law)
Homeowner Comments/Questions (some board's put this at the end of the meeting)
Approval of prior meeting's minutes
Treasurer's Report
Committee Reports (list committees)
Management Report (if you have a property manager)
Old Business
New Business
Announce next board meeting (optional if you don't have an open meeting law)
Adjourn
