I'm looking for help in writing criteria to measure property management success in meeting performance standards to (1) "properly maintain" and (2) "well maintain" condominium development property. The property is in Colorado.

The first thing to do is to establish a base line by inspecting and developing a report on the current state of the property. From that point on one can monitor the state of the property from maintenance point of view. Also this could be a tool to forsee the upcomming repairs that will be needed. This will eliminate the unpredicted cost factor.
