Our BOD is always meeting prior to regular meetings without posting to the association. They said they spoke with an attorney and they do not have to post everytime they meet. When the monthly meeting is held very little discussion takes place on issues for the minutes or the association members to hear they only vote. Should they be posting their meetings?

It depends strictly on what SC laws are applicable to the Association in their current form (incorporated or non-incorporated) and exactly what is in the Articles of Incorporation (if any) and in the Covenants and By-Laws.

At their first meeting after election, our board decides the day and time they will meet for the year. It has never changed in 48 years - second tuesday of the month. All Members are notified and they can attend, if desired. There is a members/visitors forum at the first part of the meeting, their concerns are heard and most people just leave after that, since the meeting seems quite boring to most folks.

SC does not have an HOA open meeting act which means the board is not required to notify the members of a meeting. Also, it is not against state law for them to discuss issues outside the meeting which sounds like this is what they are doing. If the bylaws do not address these issues then the board to not in violation by conducting their board meetings in this manner.
