Our HOA is blessed with ample parking areas. We find that folks from neighboring developments without ample parking use our parking. It is time consuming to determine ownership of a vehicle and then initiate towing. I need some guidance on setting up a parking permit system. What are the pros and cons? Thanks.

Have the HOA purchase some parking stickers or tags that can be put on a windshield or hang from the mirror of residents who live in your HOA. You can have them made with your HOA name on them. Post signs stating that parking is for residents only and all others will be towed. If the non-residents start seeing the identification tags this may help with the illegal parking. If not, I'm sure the towing will.

If you are towing I certainly hope you have signs posted that say something to the effect of non-residents are subject to tow at their expense and the association is not liable for any damage caused to the vehicle during the tow. Otherwise you are opening yourself up for problems.

Be methodical, you are at the infancy of your parking project.

Your HOA should have a current list of owner's vehicles with plate numbers, etc. A mailing to owners requesting same may be in order. This would help if there is ever a question.

Before taking action, I'd see how your HOA roads are classified (private vs. public) with your borough and seek suggestions/input.

Signage is a must, as well as any other method to identify resident vs. non-resident vehicles (stickers, etc.).

Get the parking topic as new business with a brief descrip. of the matter on an agenda and publish it to the community for your next open meeting. After the next open meeting, set it as old business on your board agenda until the matter is finally resolved.

Thanks for the prompt replies. The roads are private, belonging to the HOA. I will make sure the signage states violators will be towed. Also, I will purchase a sample permit (hangar type) to show to others. Thanks for the good suggestions.

It appears you have gotten some really good suggestions. I too would make sure that the people who illegally park where they are not suppose to park, know that they will be towed at the owner’s expense. As stated in a previous response, signs would be great.

I would also think you would want to only give permission to the residents on the deed(if that is the right word to use) and perhaps one guest.

Maybe a sticker could be placed, on the inside of the vehicles windshield would help to establish the distinction between resident. Maybe the bottom left or right hand corner. Make it the same for all, unless you are in a state where inspection stickers and registration are displayed on the windshield. I know Upstate New York is that way, with inspection and registrations.

Just make sure you have some way of differentiating between people visiting your owners and people from the other association. You may have to give your owners "Visitor" cards to put on the dash of any vehicle staying for a while.
