Getting out of a Homeowners Association

Property is in South Dakota. We live on the main road in the development. Since the purchase of the property 5 years ago, the County recently took over the main road. The dues are for road maintainence and snow removal. Since the county now does this, we no longer feel the need to supply dues for the spur roads to be maintained. Is there a legal way to be exempt from paying dues and getting our home out of the association? Any information greatly appreciated.
