Our HOA is not paying 16.9% for managenmten fees. Does any one know what the average fees are? We have 93 units and very few bills.

The percent rate between assessments and management fees is not a standard. The management rate per the number of units differs depending on the number of units. Ask other management companies for a bid or rough rate for your HOA which will depend on the number of units, the amenities, and the level of service. Also, check for costs of mailing, copying, additional inspections, tax preparation, etc. that may not be included in the monthly rate.
