Do you know of a homers association in a community in the US which has required a company which collects recyclables and trash to share the revenue from the sale of recyclables with the homeowners association?

Frankly, no! Does this assn contract for trash removal, instead of having this as a city service? Is the board aware this "recyclable income" would be taxable?

If you could get such a deal go for it. But most programs in this area charge a small amount to each home because the costs of running the program exceed the revenue from the materials sold. That could change dramatically if you had enough participants putting all the cans and paper into the system. (In this area those programs offset the cost of plastic recycling.) I suspect that it might also make a difference if all the items were sorted before pickup.
