Check your bylaws under a section called Board Member Qualifications. Some boards do allow non-owners to be on the board.

This sounds like it's a non-resident owner, not a non-owner. But as Susan states, it depends on what your Docs say. Our Bylaws only state that a Board member must be a Member of the Association, while under the definitions section a Member is defined as being an owner. It doesn't say anything about residency.

Yes, any owner is considered a member of the association no matter where they live and if your governing documents say that Board members must be owners, then they are perfectly elegible. I owned a property but rented it out. I was on the Board,
But your docs might also say that the member must be in good standing. That means up to date in dues and assessments and no fines or violations current.
