Not long ago there was a discussion regarding wanting all the homeowners to vote for everything that the board usually takes care of. I can't find it through "search" because I'm probably not entering the right search words. Can anyone point me to that discussion? I need to re-read some of the responses again. (They were very good, by the way)

I believe the discussion you are referring to is titled "Returning Power to the HOA (members)", if you click on HOA Discussion Forum at the top of the page and go to page 13 you should find it.
