Does the developer have to pay the annual assesments for all of the completed houses in the community which he hasn't yet sold? Also, after the developer/HOA turnover, can the HOA collect any delinquent annual assessments that date back before the HOA took over?

The answer will probably reside in your documents. But chances are, that you won't be able to at least as long as the developer owns those lots.
