There was a thread here not too long ago about an HOA having their own fire-fighting equipment. While that discussion involved a rural community that was far from the nearest fire station, we had a local event last night that may demonstrate the need for many neighborhoods to consider disaster planning:
'Nightmare' blaze driven by gusty winds destroys nine homes, damages 10 others

This was in one of the largest neighborhoods around here. One of the homeowners had the presence of thought to go cut a firebreak outside of the neighborhood. This may have helped to save many more homes.

If I had a shake roof on my house I would also own fire suppression foam. While there may not be time, I would want it available to spray on the roof should any fire be nearby.

As more communities move into undeveloped land, they really need to consider protection from such events. It would be very wise to have a buffer area where the HOA can keep the grass cut short. It is also good to consider fire safety in your building restrictions.

Much better NOT to have the shake roof if you live in a high fire risk area. I wouldn't even consider buying, much less building, a home with a shake roof! Even in an area with no fire danger, the roof looks nice but there's a lot of upkeep involved to keep it looking that way.
