How to enforce pool rules

How is your community enforcing your pool rules. We have a community of 235 homes. It is just an average neighborhood in price. So we have a small budget.

We are having problems with kids jumping our pool fence, which is only 4 feet high,(also trespassing at night). But we are trying to get the money to raise it. The pool committee confronts the individual when it happens, and they get all nasty and then the parents are notified and the parents do not seem to care either. The police have been called, we have removed pool privileges in the past, but a new board just took over and they seem to be wanting to take things slow and not ruffle any feathers. Some one is going to get hurt, and most of the parents are afraid of all the teenagers int he neighborhood so they overlook everything that is going on in fear that their home/car will be vandalized, which has happened all to many times!

How do we get the community back to it's original standards and start enforcing the rules and get the community involved. We BEG for volunteers but everyone is so fed up, they just do not care about the community anymore. WE need some help in restoring our community.

Any suggestions will be helpful, we have a meeting tonight and I would like to introduce some new ideas.

Been there and done that and lived thru it. I have a hoa of 307 homes same identical problem but in my "Hood" its the girls that are bad. They use sharpies to put there names and telephone numbers on 2 particulat transformers along with what sexual faors they will preform for what price. I can forward the pictures to you. We are located in South Florida with the laziest Police Dept in the world. Got the picture?

Here's what we did:
1. Start a community police watch that we got help with from a City Commisioner. Walk the community twice a month on a saturday night is best. The Police furnish 2 armed Police to go with you.

2. Get a price on your own security company to do the heavy lifting. Stickering cars parked in between houses on the sidewalks on the lawns.Have them work from noon until 1 am. Pool open from noon to 8pm nobody at pool do roving security around the Hood. They have any trouble call the local police or county mounties. Make sure they are not armed but everyone has a cell phone. All board members be prepared to call the local police over any infraction what so ever. Do not put in gates that just compounds your problem it locks the bad guys in with you good guys......

3. Contact a local TV Security system to install cameras off the corners of your bathrooms or clubhouse.

4. Issue each member 1 tag plastic stop sign shaped Source Peachtree Business Products. If they want more than 1 charge them $25 a pop

5. Reference item 3 have it capable for remote control and recording. Usuallly to a cd changeable each day. If you have no clubhouse or pump house then one of the BOD has to take charge of security.

6. Every other day have someone who is not going to work every day or works p/t scan the cds for people going over the fences. Call the POLICE Detectives and swear out a arrest warrant and have the people prosecuted. About 4 arrests and the HOOD become s your Home Owners Association again.

This is what we are still doing only now we have added a Golf Cart and Garage and a clubhouse and a security building ( A tuff-Shed we got at Home Depot ) we paid about 3000 for the shed and are modifying it into a Guard access control point for the Recreation Area ( Pool comlex )

This took us 5 months to accomplish. But now the ganstas no longer rule our homes we do. How did we get the money? Thats easy. Your sitting on your reserves. We are insured for everything under the sun. So we used the reserves. Now before everyone boo hoos remeber whats the point of having money in the bank when it is not safe to walk the streets ................Its all about your safety. You dont need all this nastyness in your life. Take your streets back. Our entire city at least the east half is predominately from the carabean nations. And I dont mean Cuba either think poorer..................................... Good luck my ideas do work and have worked..............

Sorry I did forget to say we DO have cameras,they are on a 24 hour loop. So if the crime is not reported when it happens, and it has been over 24 hours, we can't see it.

It would have to be cheaper than that. Our HOA dues are $325. That does not leave us a whole lot of money to spend.

Last summer we had the cameras installed. So we are still trying to get our funds built back up. That is a good idea. I will have to mention that.
