we are scheduledto conduct interviews for a new Association manager.Our present manager who is leaving states that four members of the board can be inthe interview room and one other can be on a teleconferance without us constituting a quorum.
(We have eight members and five is a quorum). Any thoughts? We are to meet on July 6, so would appreciate a rapid response.

I don't think that is correct. It is my understanding that with a board of eight, four members can take part in the interview without it being an official board meeting. This includes being present via speaker phone.

Are you a condo or HOA? single family homes? Townhomes? How many property owners?

Check your ByLaws. Ours state both how many are needed for a quorum (a majority, so in our case 2 out of 3), and that a speaker phone presence counts as an attendance.

Your documents should define what constitutes a quorum. If not, then look to your state law. (It could vary from state to state.) But the typical is that a majority is required to constitute a quorum.

As for attendance via conference call, again look first to your documents and then state law. In many cases a person can attend via speaker phone or conference call. When this is done, then care should be taken so as to eliminate any vagueness of who is voting yea and nay. If two people are on a conference call, then you should probably role call the vote.
