Our Association conducts meetngs under Robert's Rules of Order. It has an officer of the Board who acts as the Parlimentarian. Is it somewhat of a conflict between being a voting Board member and deciding the correctness of a motion or discussion nad then voting on it?

it shouldn't be. deciding the pros and cons of a motion, financially, even morally, is one thing.

making sure it is presented properly, written correctly, formatted, etc. has nothing to do with the "issue". the parliamentarian should deal with words, and how they are put together, used and presented.

a board member should deal with the ideas behind the words, and the deeds/actions that will result. I would hope I could, for example, tell you that a presentation was beautifully presented, well crafted, and properly processed, but represented a reprehensible position of finance, etc.. as well as say that this guy has a great idea, but he isn't putting it into motion correctly.

The parliamentarian acts as a consultant to the president at the meetings. It is usually it is not a board member position, in fact the parliamentarian does not vote.

Now, it could depend on how "formal" this role is of the parliamentarian. If this person simply guides the board in procedure, i.e. "Minutes are approved; treasurer's report is filed for audit" then that person is just knowledgeable about Roberts Rules and is sharing info. Just knowing parliamentary procedure should not prevent someone from serving on the board - if fact, it's great to have someone know all those rules.
