instituting fees, etc....

I am the newly appointed and approved President of my home owners association. We are very small with only 19 homes in our sub. How would you suggest we go about ratifying our home owners agreement to add a fee schedule to the document? We are in the process of modifying and adding content to the HOA since we are all new constructions. The BOD would like to add a fee schedule for breaking the HOA, but wonder what leverage we have to ensure the other members abide by the fee scheudle and pay when they do things agains the agreement?
