Our self-managed Condo development HOA is lucky to have ample parking. Two spaces are assigned to each of 48 units for their exclusive use. About 30 other spaces surround our pool and clubhouse. However, neighboring communities have begun parking in the extra spaces. We have to determine if the vehicle belongs to an owner or an owners guest. Then, we can proceed to declare the vehicle illegally parked and towed. A 'parking permit' system with owner and guest vehicles clearly identified as 'permitted' would make the policing job easier, I think. What type of 'parking permit' system would work best? any tricks. Thanks.

You could require that owners who intend to park their vehicles in your complex present a copy of their vehicle registration (in their name) to your HOA in order to get a 'permit'. It could be as simple as something that they post on the dash when they park. Include the license plate number on the permit so it is non-transferable. This prevents abuse and multi-permits

Not really sure how to handle guests...if you issue one guest pass to each owner, they can 'lose' it, ask for another, and end up with more than one. if you put owner address on it, it's a safety issue. maybe someone else has a better idea...
