To what extent can homeowners hold the HOA legally accountable for community issues? I've been told if bylaws are not properly enforced by the board, homeowners can hold the board accountable for lower property values. Is that true?

Nick, yes you can hold them accountable. However proving your claim in court would be extremely difficult IMHO. It would be expensive and not very smart to try to use the courts to hold the HOA accountable.
