If the Bylaws state that proposals to amend the bylaws must be mailed to Association Members 3 weeks in advance does that mean they have to be distributed via USPS or will it be valid if they are hand delivered to each Assocation Member. I know this might be splitting hairs but better to be safe than sorry.

Our bylaws require any amendments to be made available no less than 30 days before our Annual General Meeting which is on June 24th this year. Since we have a number of Canadian members, I did hand deliver the AGM packets with the bylaw amendments the weekend before I mailed them out to cut down on costs. Our bylaws don't specify how they amendments are delivered though.
