We need a clear definition of what exactly a MC is expected to do for the HOA? We have no way of knowing whether or not they are actaully preforming their full duties, without knowing what those duties are exactly.
Our HOA budget has various lines on it specifying everything from postage to the actual HOA MC charges. Can someone please list for us what the responsibilities are and whether or not these things should be listed on the budget as separate items or should these be included as part of what we pay the MC?

Your Association should have a contract with the MC that outlines what the MC will be doing for the Association. If you cannot find the contract, ask the MC for it. Remember, the MC works for the Association, not the other way around.

Also, most Associations will have a budget line item for the monthly MC fee and another budget line item for office/postage supplies.

A management company (MC) does whatever the HOA Board hires the MC to perform. If you want a copy of management services email me for a copy of our basic agreement and/or our portfolio of services. Our costs can occur on three line items of an HOA's budget - Management (basic fee), Administration (fees for optional services provided from time to time), and Mailings.

We hired our MC to help with the collection of dues, sending violation letters and any questions we have. We do alot of the other work we do ourself. I general write the agendas for meetings, write general letters to members. We contacted people to do our lawn maintenance, repairs we wanted done. Our Board wanted to be involved in the running of the HOA. We have our own checking and savings account to handle small items that we do not want to submit to MC for payment. Example - one of the board member fixed 2 fence post - the bill was $14 - we paid him directly. I know of other HOA that let the MC do everything.

Basically, the contract should detail what services the management company will provide and on what time line, as well as what services it won't provide. Charges are usually divided between those that can be reasonably determined (attendance at one board meeting per month) and those that will vary (how much postage in any given month; repair supervision after a major disaster. Those that can be fixed will be built into the the monthly fee, those that can't will be billed in addition to the monthly fee.
