IS IT LEGAL FOR A BAORD MEMBER TO VOTE ON MINUTES IF THEY WERE NOT AT THE MEETING FOR THE PURPOSE OF ACCEPTING THE MINUTES.?

I would say that if you did not attend the meeting then you cannot approve meeting minutes as you do not know what happened in the meeting. That person probably should abstain from the approval process of those particular meeting minutes.
