I do not want to appear to be kicking a dead horse but I have gone over and over and over the archives on this subject of disgusting pet owners who just will not pick up after their pets. Has ANYONE had any success in conquering this seemingly unsolveable problem? I do not really want to put up a notice turning neighbor against neighbor but maybe that is best. Many many people complain of dog poop. Many people are consciencious and pick up but many more do not even bother. NO.. NO.. having poop stations does NOT work. Perhaps it is best to have neighbors follow the dog owner and then turn in to the BOD the names of individuals who do not pick up after their dog and then initiate a fine system against the owner of the condo unit involved. If it is a renter who has a dog that is not being picked up after, it would remain the owner's ultimate responsibility and the owner should be fined for having such an unresponsible tenant. Perhaps a notice should be sent to the owners and informing them that if situations do not change, the BOD will have to HIRE a full-time pooper scooper and thus increase the HOA fees to pay for that. I have asked here 3 different HOA areas and they all have problems with this situation and have not found a solution.

I hate to say this but you can impliment as many rules and or suggestions to the pet owners who do not pick up and it will not make a difference.
We tried almost everything and had to finally go to fining. But that is seldom accomplished because you need proof of an owner not picking up their doggy doo.
So, who will have a camera handy? Appoint someone to follow all dog walkers? I don't think that would work nor be very nice. People who do this will always try to get away without picking up. That's just who they are and how they live.

Here's an example. A person who worked with me on writting the Rules and Regs, who was active in all aspects of the community, got caught not picking up. She was a habitual offender and finally someone got mad enough to get it on video. Go figure that out. Moral of the story is that nothing is foolproof.

Single out the repeat offenders and keep after them with notices, then fines, then big fines. If they are occasional offenders they will stop when they hear of the repeat offenders getting fined.

I have heard (not for sure though) that if a compplaint is made against a pet owner, the person making the complaint has to give their name, condo number, etc and many people are reluctant to do that due to retaliation.

At our association we allow our co-owners to make complaints without having to reveal their name, etc. You might want to check and see if yours also allows you to do so.
