Can an HOA report you to a Credit Bureau for your none payment to an HOA, and stick you with a charge for doing so?

If your association has tried to collect thru proper procedure according to your documents and thru state law, then yes, they certainly can report and file against you to a credit agency.
Almost all documents allow the association, the ability to collect the fees incurred by the association, for it's attempt to collect delinquent dues. It will be someplace in your documents.
But better yet, why are they delinquent and why not get them paid to avoid credit problems and your loss of your rights to be a member in good standing? The snowball effect of not keeping up to date with your financial responsibilities to you HOA is not something that you will want.

Why waste time on something that quite frankly probably won't net you anything. Use tools that your HOA has such as liens and foreclosure to collect your bills.
