I see a number of sample letters for various subjects. I would like to see an effective/positive but yet stern letter to HOA members who have pets.. to clean up after them or fines, etc etc

From our rules:
"5) Household pets must be under control on a leash when not secured in the house or in a fenced yard. It is a violation for an animal to threaten or attack a person or another animal; the Owner shall be responsible for all costs if any medical treatment is required. Excrement shall be cleaned up immediately. Pets that bark or make other noises which irritate neighbors are a violation, except for brief barking of dogs as people pass by."

Rather than including all that RogerB suggested, post the section and number of local city, county, and state laws.
Include cats: Household pets, including dogs, cats, ferrets, rabbits, etc, must be under..."
with a sentence that suggests they must abide by the law.
If there is no leash law, then include desired wording.

This is very vague. Many laws say 10 minutes of constant barking, which can be proved by recordings.
Check your state law (or other state's laws) for wording for leash and other requirements.

I'd try to be very creative in dealing with this problem - even going so far as to address the letter to the pet!
