Rather than including all that RogerB suggested, post the section and number of local city, county, and state laws.
Include cats: Household pets, including dogs, cats, ferrets, rabbits, etc, must be under..."
with a sentence that suggests they must abide by the law.
If there is no leash law, then include desired wording.

This is very vague. Many laws say 10 minutes of constant barking, which can be proved by recordings.
Check your state law (or other state's laws) for wording for leash and other requirements.
