Our HOA has a new "appointed" vice president. He no longer lives in the association but insted rents his house and has for the last 15 years.

He has instructed the property manager as well as other Board members not to reply to me or act upon any requests that I may have. This goes for anyone whose name is not on the title (deed) to their house in this association.

Our governing documents do say homeowners can attend the meetings. Can he do this? I know of at least five other married couples who don't have husband and wife on their deed.

Strictly speaking, only owners are members. Change your title or deed. And let everyone know how it is done. But there is only one vote per property, so it may be a hollow change, just symbolic.

If you are adamant about getting a response from the Board, then I agree- have the deed changed.

If your name is not on the deed, then technically you are not the homeowner or a member of the association.
