The Association Documents state that all owners of a parcel must pay assessments. Our county owns about 15 parcels in the community for easements and such. Should they pay an assessment?

Depends, how is a parcel defined in the Declaration? Is a parcel a building lot, a unit, or what? Do the parcels the county owns fit the criteria? It has been my experience that easements and common areas owned by the county within an HOA are maintained by the HOA but are not assessed.
