WE CURRENTLY RESIDE IN MICHIGAN. WE DO NOT HAVE COMPLETE BOARD, THE PRESIDENT RESIGNED, NEVER NOTIFIED HOMEOWNERS. THERE IS ONLY ONE BOARD MEMBER, WHO IS AN AT LARGE, NO ONE ELSE.
HE KNEW THAT THE PRESIDENT RESIGNED AND MADE HIMSELF POINT OF CONTACT FOR ALL ISSUES. HE HAS BEEN PRESSED ABOUT HAVING AN EMERGENCY MEETING AND DOES NOT RESPOND TO HOMEOWNERS.

CAN WE ARRANGE A MEETING WITHOUT HIM SETTING IT UP ?

Your bylaws should say how many board members there should be. This lone person needs to appoint persons to fill the terms on the board until the next election comes along.

He should not be the lone wolf running everything. There's no checks and balances when there's just one person.

If he does not fill the board, then call a special members' meeting and remove him from the board and hold an election and get another board. Hopefully, you have persons just as concerned as you are and will step up.

Your HOA must have an attorney. Call him/her and tell them what is going on.

How long has this been going on?

Agree - I would skip the appointments option unless the remaining member would try and improve situation with the right people.

Sounds like an apathetic HOA - spin everyone up with information and play to their assessments.
