First, boy am I glad I found this site!

I am the President of a Condo Association in Champaign, IL. I have looked through some of the forums and I have these questions:

1. How does one figure "a resaonble reserve" (quote from our Declaration/By-Laws) for a 36 unit condo association? Some mentioned a reserve assesment. How does one find out who is qualified to do such a thing? Does anyone have a good estimate like a percentage of the worth of each unit x the number of units?

2. Communications: I have over 70% of our owner's emails. The other 30% or so don't use email or won't let us have it. I personally find it a quick and easy way to get announcements out about meetings. How do other Associations use email for effective and timely communications?

3. How do other Associations deal with owner apathy? We raised the monthly assessment for the first time in over 10 years and hardly anyone said anything about it.

4. How do other Associations handle owners who rent their units when the owner moves and fails to keep the Board informed of their current addresses and phone numbers? When I first became President, I spent about a working day calling people, looking through phone books, etc. to verify their mailling addresses and phone numbers.

I am sure I will have more questions in the future.

You should also visit the State of Illinois website and review the "Condominium Property Act for the State of Illinois". It covers alot of your questions as well.

It is really long, but fairly easy to follow.
