My condominium HOA
have been having Quorum with 4 board members (total 7)and passes it. My problem is only 4 are informed others are not aware.Is this ok

Are you saying that only 4 Directors are informed of the meetings?

OR

Are you saying that only 4 Directors are informed of the decisions made at a meeting the other Directors did not attend?

Only four out of 7 are informed about
the meeting to make a decision. The other 3 are totally not aware about meeting and the decision to be made.

Every board member should be informed of every meeting.

Check your applicable corporate laws and HOA laws to see if there are notice requirements for Board meetings (vs. general membership meetings).

Also, is your Association under control of the members or under control of the developer?

Definitely members controlled. What can we do about it? Developers long gone.

If the remaining three don't know about the meeting to begin with, they need to have a serious discussion with their counterparts. If that doesn't work, notify the homeowners and encourage them to go to the meeting to ask questions (they can't ignore them). Depending on your numbers, you may be able to vote these guys and gals out or at least scare the hell out of them to do the right thing.
