If the present Board can not get along enough to conduct business, can the President call for a new election? I have searched our by-laws for such a provision, but can't find one.

In Florida, the President can't call for an election because the other directors can't get along. If the membership realizes this situation exit, it would be in the homeowners interest to petition the board for a recall of the directors that can't get along. Otherwise, you will have to wait until the next annual meeting to elect a new board.
