I was wondering a couple of things about drainage problems. The City stated that there would be problems down the line if we don't make the necessary repairs. The BOD claims that one of the problems has existed since origination as if that's the end of that story. So... then who is responsible for this problem.

The other problem is a result of cutting the pipes where the water used to drain underground and putting pans underneath and allowing the water to flood the area, then soak into the ground... which is accumulating and "ponding" around my front door. Is the association responsible for keeping the drainage maintained in it's "original" condition... meaning maintaining it so that the water continues to drain underground as opposed to cutting the pipes?

I'm writing another letter requesting a "professional" inspection be done, which I know will be denied. What are homeowners rights in this situation.
