What format do you use to inform residents of a deed restriction violation?

A lawyer? Unless the Deed is within the Association's governing documents, then just send letters, each more stern than the preceeding one. Second letter offers a hearing with the Board. Third letter puts it in the hands of the lawyer. Make sure there are no "new" laws which have taken aways rights of the Board.
