we r only 14 units and 2 of us r on the board no one wants the responsiblity. Us two that r on the board do everything with no committees and such we r giving up and need info on turning assoc over to state ive heard it is not advisable.Has anyone been through that and have info?

Kim, you can follow my post about dissolving an HOA (just below this one for the moment). However, i am not having much luck either. if your association owns any common property, you have to find something to do with it (sell it, etc.). If you don't, then you can follow your by-laws and simply vote to dissolve.
