Local KPRC TV ran the following concerning streetlights in surrounding areas of Houston that HOA's pay for. Seems they are not reported on the billing system as being located in the proper zip code. Seems that some are reported in the billing system as downtown Houston and thus collect a higher tax. I checked ours which are one county south of Houston and yes, they were reported as 77002 (downtown Houston)!!
