Huh??

I'm not certain what you mean by a "reconvened" meeting and reconvening a second time. Generally, you reconvene a meeting after it has been recessed, and you generally do not recess during the middle of a vote.

Exactly what are you voting on?

If the voting is on a motion, voting is generally "viva voce" or by a show of hands. Once the president announces the result of the vote, that's it. If someone abstained or wasn't present, too bad.

If you are talking about an election by ballot, once the ballots are tallied and the president announces the result, that's it. You can't recess and then allow people to come in later, reconvene and allow them to vote. Also, you don't recess without tallying the ballots and announcing the vote. In other words, you don't interrupt the voting process.

The meeting was cancelled why? Was this your annual meeting and elections meeting? Yes, that meeting can be rescheduled until you achieve a quorum of the members .It may take a couple of times and it may never happen if the members suffer from apathy and don't give a care about how the association runs. That may be 20% or 30% or what ever number or percentage that it takes to obtain a members quorum (If indeed this is the annual members meeting.) If people chose not to vote, then you move on without them. But you must obtain that quorum number which should be contained in your Articles of Inc under annual meetings or elections.

If there is NO given quorum number requirement in your documents, then you should refer to the Florida Statutes under S.S. 617 Not For Profit Corporations, 720, HOA Statutes, 718, Condo or 721 Statutes for Mobile Home Associations.

In one HOA I was a member of when we could not reach a quorum at our annual meeting and there were issues to be voted on requiring a quorum, our bylaws called for us to reschedule the meeting for those issues (and those issues only) in more then 5 but less then 30 days hence and the amount required for a quorum at the next annual meeting was reduced by 50%. The ongoing meeting could conduct non-quorum required business

We had to have as many as 4 annual meetings to obtain a quorum.

We also changed our CC&R from requiring 75% of homeowners required to vote on changing CC&R's to requiring 66% to vote. All felt 66% still offerred the homeowners a sufficient amount to control things.

Did the chair close the polls? If not, you may be able to re-open the polls to complete the vote, by majority vote.

HOWEVER, if the ballots or votes were opened and counted, then it's a done deal.
