We have a situation of home rentals gone out of control. The caliber of renters are not the best for the community. Most of the rental properties are not kept up to par with the one homeowner lives.

What can the HOA do to control the amount of homes rented?

If you can get a majority of H/O to approve it, you can amend the covenants to include rental restrictions. But rental property or not the ultimate responsibility is the owner, if they or their tenants are violating the CC&R's, go after them just as if the owner lived in it. A violation is a violation no matter who lives there.
