One of my Board members told me that they are planning a secret off site meeting and no one will know where and when they are. He knows that this is against FL statues and Laws.
What am I obligated to do as CAM?

If you are from a management company inform the company owner.
Let him or her Decide on an action.
If you are an independent CAMS property manager inform all board members in writing that a secret off site board meeting violates the 720 Florida law. In you letter site that section of the law.
If then they decide to violate the law that is up to them.

this is what I would do if I were in your shoes, first inform your boss and legal counsel. If they so decided I would send each and every board member a registered letter informing them this is against the law and any negative action resulting from this is solely their liability.

Why does this board feel is has to "go into the mattresses"?

If they feel they need to have private discussions, then they should go into executive session. There are sometimes specific categories for doing this. Personnel, discipline, and legal matters are just a few.
