Can we replace our quarterly meetings with a newsletter?. the annual meeting is when most owners come to the meeting, otherwise just the board and maybe a committee member.

You still need to have open meetings whether or not the other members show up. I would just publish the notes of those meetings in the newsletters. Most HOA are apathetic and little attendance from general members unless there is a major issue involved they are interested in. I've had meetings in our swimming pool in my bathing suit. That's how little people would attend. I just posted the notes on the bulletin board for the members to review.

Hi Shirley, you must hold regular board meetings however many times a year your governing documents state, Our regular meeting scheduling requirements are in our bylaws. The board meeting's purpose is for the board to conduct association business whether or not association members attend.

Call a 5 minute quarterly meeting and adjourn if your HOA board has no pressing business. It, at least, gives the dues payers access to attend a public meeting and will stifle any future grumblings that your board works in secret and without public transparency - a common conspiracy lodged against HOA boards.

The newsletter is a great idea if you include meeting minutes. My property manager says that when the neighbors are quiet or not attending, they - in general - approve of the HOA board's direction and actions. It makes sense because they do only appear when something bothers them most times. After all, when you're meeting when Jeopardy's on TV, which is more fun?

What do you docs say about regular board meetings? they should specify the amount you need to have a year. If you have no business and no interest at the minimum do what your docs say.
