The Board recently met and discussed the liability of our security officers signing for delivery packages for the residents. What started off as a courtesy has gotten out of hand with the security office being cluttered with 30+ packages daily. This clutter has placed the officers at risk for tripping and it's a fire hazard. Also there have been instances where the officers have signed for packages for residents that live at other complexes. Residents refuse to pick up their packages within the 3 day period and packages greater than 10 lbs are delivered to the security office instead of the owner's condos.

A quorum was met by three Board members and they unanimously agreed to discontinue the package delivery to the security office. Owners will be responsible for their own packages. Two of the Board members who didn't attend the meeting, rescinded the vote via email one week later and one of the Board members changed his vote to side with the other two members. This led to the association being responsible for accepting and signing for owner's packages.

Can a Board change his vote one week after the motion was approved and reverse a decision that was made in a board quorum?

Once the vote is taken and the results announced the decision is made.

A Board member may ask to revisit the issue and take another vote on the subject but they can not change their vote once the results are known unless the Board as a whole agrees to let them do so. Additionally, Any revisiting or receding of the vote should be taken at a meeting and not via e-mail or phone calls.

Per Roberts Rules of Order:

A member has the right to change his vote up to the time the vote is finally announced. After that, he can make the change only by permission of the assembly, which may be given by general consent; that is, by no member's objecting when the chair inquires if any one objects.

Is this a year round issue - or is it just at holiday time?

If you have another room, like a community center, put the packages there. Be sure that residents know that the HOA is not responsible for the packages. Be sure you have a notification process in place.

The alternative is to let the delivery people into the grounds to make at-door deliveries - which I doubt that you want.

I wonder what other HOAs are doing. It's a very common issue.
