How many signatures do you need to incorporate ? Does a notice of the intention to incorporate need to be sent to all HOA members ?

here is a link "Missouri Nonprofit Corporation Act".
Here are the filing requirements
I would expect that if the Association exists, the Board of Directors would have the authority to incorporate the Association without membership vote. Failure to be incorporated means that any legal action against the Association will also be filed against every lot within the Association requiring lot owners to respond.
