The members of the ACC committee I am on are fed up with the chairman
The chairman calls a meeting then cancels it. Wwe can't ever get done what we set out to do
They called another meeting to walk the neighborhood then that was canceled

I spoke to the other members and we all agree the chairman needs to step down
They said they can't sign any letter asking them to resign.
If they want to do that on their own that is up to them.
They feel like this is just going to cause hurt feelings and can't be a party to that.

There is a responsibility and dedication that this position requires.
The committee needs leadership, effective scheduling and commitment.

What can we do or say in letter to send to chairman or is this bad idea?

The committee serves at the pleasure of the board...if there are problems with the chairman you need to talk to your board, they have the ability to make changes if needed.

I have tried contacting the Board - they won't do anything - said the committee would have to deal with this.
If we wanted to send the chairman a letter asking them to resign, it was on us to do this.
Then the Board would send letter to chairman and make announcement.
The other committee members won't sign a letter asking for resignation.
I thought when I signed up to be on this committee we were to enforce rules of Covenant and not happening plus we have only had 1 meeting - all other meetings have been canceled by chairman with work excuses. I hate to resign myself because I wanted to make a difference.

What can I say in a letter to appeal to other members to sign?

sounds to me like you have done what you can and if the board isn't willing to help I would consider stepping down. not worth the aggravation for a committee position in my opinion.

Yep you are right. The board isn't willing to help and I told my spouse I was considering stepping down but I really wanted to help turn around the negative...

If the other committee members aren't willing to help and the board isn't willing then there are sometimes in life where it just isn't worth it...i think this is one of those.

Meetings should be held at at REGULAR time, regular intervals.

Whether or not the chair shows up is his choice. Someone else can "chair" the meeting. Conduct business and report to the board as usual.

How HOA business gets under control of just ONE person is a mystery to me.

See it all the time.

Thank you. My thoughts exactly. I will pass this on and may help. We will take that title and all be equal so if this happens again then we are set to move on...

Susan makes a great point! So long as there is a quorum of ACC members, you may conduct business.
