I have heard, a city somewhere in the US, has passed an Ordinance requiring specific requirements on Homeowners Associations within their control area.

Can anyone confirm that rumor? Specifics, if yes. What city or county?

Never heard of a city doing that.The state of Ohio (also other states) have specific laws governing HOA's and I would think those would trump any city laws. I would also think that the governing documents would trump any city law.Also the CC&R's are recorded documents in the county of residence so it seems unlikely that a city in that county would do that but it sure would be interesting to know if that rumor is true.

Many states do not, like here in New Mexico.

Legislation was presented last year but never got out of committee.

Many cities around the country have what is called Home Rule. If there is no higher level law, a city can pass an ordinance to achieve a goal.

We are in a large housing community, there is an HOA still run by the developer and covenants. The Developer (three partners) run the HOA. We just pay the bills. We do not get notices of meetings (if there are any, Do not know), never get an accounting (even though we have asked, by certified mail, twice). In essence, the members never get a say (unamerican if you ask us).

We have heard from our State Senator and our City Councillor. We can push through an ordinance giving Home Owners (shareholders) more say in how our money is spent.

My councilor told me a town in Tenn. has passed an ordinance. I can't find it, so I turn to you. :-)

We are willing to write it ourselves, we just thought it would be more effective to use one that has passed muster (so to speak).
